Step 1 — Set up the local context layer ingestion

The agent reads heavily from the local context layer — landmarks, demographics, neighborhood specifics, local events, regional terminology. Without it, the agent generates the same kind of generic location-stamped copy that the SERP top-10 already produces. With it, the agent produces neighborhood-grounded long-tail content that captures queries the canonical location pages cannot.

  • Events calendar — Eventbrite API + per-region aggregators (Visit{City}.com, Patch, local-paper event listings); refresh DAILY because event-driven content has a short shelf life
  • GSC per-location query data — Google Search Console API, segmented by location URL prefix; refresh weekly; this is the highest-signal input for query-cluster prioritization
  • GBP per-location query data — GBP Insights API, "queries used to find your business"; refresh weekly; complements GSC for the location-specific informational queries
  • Local landmarks + demographics — Google Places + US Census APIs; refresh quarterly (slow-changing)
  • Regional terminology dictionaries — manually curated per region (handles "soda vs pop", "service area vs region", etc.); annual refresh

The events feed is load-bearing. Most multi-location operators do not have access to a clean per-location events feed today; the architecture requires the operator to commit to maintaining one. Mitigation: start with the top 3 events per location per quarter (manually curated by the regional team) and expand as the agent proves value.

Step 2 — Define the per-location query-cluster prioritization algorithm

The agent fires on a configurable cadence (typically weekly). On each fire, for each location, the prioritization algorithm scores candidate query clusters and picks the next 1-3 to publish. The scoring weights:

The algorithm is intentionally a config file, not hardcoded. Different operators tune the weights based on their vertical and their stage. Restaurant operators weight seasonal_weight higher (event-tied content matters more); healthcare operators weight informational intent higher (condition-relevance matters more); retail weights crisis_signal higher (review-driven content responds faster).

Step 3 — Configure the brand-voice gate for content-type variation

Local content reads stylistically different from canonical location pages. The voice is conversational, specific, often event-aware, sometimes lightly seasonal. The brand-voice gate (per the cornerstone piece) supports per-content-type configuration: the local-content gate threshold is 0.88 (lower than canonical pages at 0.92, higher than ephemeral GBP posts at 0.88).

The brand spec for local content needs at least three additions over the page-generator spec: an allowed-tone-variation list (lightly conversational vs. formal-only), a per-section-type structural template (event-tie-ins differ from neighborhood-FAQ pieces differ from condition-relevance pieces), and a per-vertical seasonal-content rule set (when restaurant operators can reference a holiday, when healthcare operators must avoid certain seasonal-condition framings).

Step 4 — Set anti-dilution caps (3-5 pieces per location per month for first 6 months)

The agent's prioritization algorithm CAN publish more than 5 pieces per location per month. It must not. Google's topical-authority signals interpret too-many-pieces-too-fast as low-quality at scale; per-location publication velocity beyond the cap actively hurts the location's quality signal.

For the first 6 months: 3-5 pieces per location per month. After 6 months, if the per-piece quality signal (rank acquisition + dwell time + low back-out rate) holds steady, scale up to 6-8 per location per month. After 12 months of steady operation, scale up to 10-12 per location per month if signal warrants. **The cap exists because the J-curve depends on the architecture trusting the compound; over-publishing breaks the compound.**

Step 5 — Wire the publication pipeline through your CMS

Same wrapper-interface pattern as the page generator (per the page-generator how-to shipped earlier). The agent calls a stable interface; the CMS-specific implementation handles the actual publish call. For Wordpress operators, this is a WP REST API client; for Sanity / Contentful operators, this is the headless-CMS SDK; for custom Next.js or Astro builds, this is direct git commit + auto-deploy.

URL hierarchy: local content lives at `/{location-slug}/{topic-slug}` (a sub-path of the location home, NOT the canonical service page). The location's canonical service pages stay focused on transactional intent; the local content pieces capture informational long-tail.

Step 6 — Set up retirement logic for stale event-tied content

A local event tie-in piece published in March for a May event becomes irrelevant in July. The agent must either retire stale pieces (preferred for time-bounded content) or update them (preferred for evergreen-with-event-references content). The retirement logic is a daily background job that scans the event-tied content set and:

  • Marks pieces past their tied-event-date for retirement review
  • Generates a 301-redirect target — typically the location home page or a sibling local-content piece on a related topic
  • Routes the retirement decision to tier-2 editorial governance (a single approver batches retirements daily)
  • Implements approved retirements as 301 redirects + content removal; the audit log retains the original content for 7-year compliance
Where this falls down: operators who never retire stale event-tied content. Within 12 months, 30-40% of event-tied content from the first publishing cohort is stale; if not retired, the location accumulates a long tail of irrelevant pieces that dilute its quality signal. Retirement is not optional; it is part of operating the agent.

Step 7 — Wire the topical-authority compound-curve telemetry

The agent looks like nothing for 90 days. The J-curve telemetry dashboard makes the agent visible in those 90 days BEFORE traffic compounds — by surfacing the leading indicators (indexation rate, ranking-position-curve-per-piece, per-piece dwell time) that predict the eventual traffic compound.

What this guide does not cover

Multi-language local content is out of scope (English-only here); operators serving multi-language markets need a translation-quality gate layered on top.
